On 23 September 2021, the Chairperson and members of the Commission of Enforced Disappeared Persons (CIEDP) met the Hon’ble Minister for Law, Justice and Parliamentary Affairs, Mr. Gyanendra Bahadur Karki at the Ministry of Law, Justice and Parliamentary Affairs and discussed various issues related to the Commission before the Hon’ble Minister. The Chairperson of the Commission put forward the opinion that there requires a serious discussion between the Government, the Commission, political parties, victims and stakeholders on the kind of services or compensation to be provided to the disappeared persons or their families and about the ways of addressing the legitimate demands of the victims of conflict. The Chairprson, on discussion added up the opinion regarding providing the immediate relief to the remaining large number of families of victims whom the Commission provided the victim-idenity cards; as per the decision of the Commission dated 30 April 2021; though some victims’ families were provided relief at the rate of Rs.1 million from the Ministry of Peace and Reconstuction.
In the meeting, the chairperson put forwarded the opinion of the Commission regrding the necessary coordination for the security and budgetary management regarding the exhumation to be carried out by the commisssion as per the responsibiliy laid by the law; to be done to the places/spots where family of victims have informed that the dead bodies were burried. The chairperson during the meeting also made discussion regarding the needs of necessary amendments to be made in the Commission for Investigation, Verification and Reconciliation of Disappeared Persons Act, 2071 BS, assimilating the basic norms and values of transitional justice, orders of the Supreme Court for addressing the recognition,
legal status of disappeared persons and issues like transfer of property, acquisition of citizenship, social security allowonces, health, education, employment and housing etc. needed to be addressed as a matter of priority.
On the occasion, the Hon’ble Minister expressed the government’s commitment to provide positive assistance to the Commission. The meeting was also attended by the Chairperson of the Truth and Reconciliation Commission, Mr. Ganesh Dutta Bhatta along with members.
